The directive establishes that perishable cargo should not be routinely examined at airports and air cargo complexes. Physical examination should only occur when there is specific intelligence or information warranting inspection. Packages must not be opened during standard paper processing. When packages are opened based on intelligence, details must be reported to the Deputy Commissioner or Additional Commissioner in charge. Officers may verify proper exporter declarations and ensure required certificates from plant quarantine, veterinary, or other relevant authorities are obtained before clearance. These instructions apply to all customs field formations and supersede earlier procedures outlined in previous circulars.
