Eligibility criteria and minimum lot size (2,500 MT) are prescribed, misdeclaration sanctions and non-transferability imposed; effect: ineligible, deficient or misdeclared applications are rejected and allocations cannot be transferred. Allocation and re-allocation are to be determined by a Special Exim Facilitation Committee (EFC) considering export history, capacity and contracts; effect: EFC decides monthly allocations and may re-allocate based on performance. Exporters must furnish landing certificates within 30 days; effect: non-compliance may trigger requests for additional documents or action by the EFC.
