Ministry Clarifies Target Plus Scheme: Imports Must Relate to Export Products, Addressing Misuse of Duty-Free Credits.
The Target Plus Scheme (TPS) under the Foreign Trade Policy allows Star Export Houses to earn duty-free credits based on incremental exports, which can be used to import freely importable inputs, capital goods, and equipment for their own or supporting manufacturers' use. However, issues have arisen with exporters using duty credit certificates to import and sell goods like almonds, which do not relate to their export products, violating the scheme's conditions. The Ministry of Law clarified that imports under TPS must have a broad nexus with the export product group as inputs. The Ministry of Customs has accepted this interpretation, emphasizing compliance with the scheme's objectives.
