New Circular Simplifies Coastal Cargo Rules, Exempts Certain Customs Act Sections for Vessels with Exclusive Coastal Goods.
The circular addresses the carriage of coastal cargo between Indian ports, highlighting exemptions and procedural simplifications for vessels carrying exclusively coastal goods. It exempts such vessels from certain sections of the Customs Act, 1962, and introduces a new notification for filing coastal manifests. The revised procedure applies to Indian and foreign vessels eligible for cabotage relaxation. Containers carrying coastal goods must be marked 'For Coastal Carriage Only' and sealed with tamper-proof seals. Non-containerized cargo must also be clearly marked. Random checks may be conducted to prevent the loading of export or import goods onto coastal vessels. The circular withdraws a previous notice and maintains existing procedures for vessels carrying both EXIM and coastal cargo.
