of <h1>Advance Filing for LCL Cargo Bills of Entry Required from Jan 1, 2017; Penalties on Shipping Lines for Errors.</h1> The notice mandates the advance filing of Bills of Entry for Less than Container Load (LCL) cargo, effective January 1, 2017, to expedite import clearance and reduce cargo dwell time. This requirement aligns with previous notices mandating advance filing for Full Container Load (FCL) cargo. Amendments to Import General Manifest (IGM) and documents will be streamlined, with penalties for errors imposed on shipping lines, not importers. Amendments will be processed within two hours of request submission. Enhanced facilitation will be provided for advance-filed Bills of Entry. Any implementation difficulties should be reported to the Commissioner of Customs.
