<h1>India enforces import-before-export rule on cotton yarn to curb speculative hoarding and stabilize prices.</h1> The Government of India has noted an artificial increase in domestic cotton prices due to speculative hoarding. To address this, it mandates that the export of cotton yarn under Advance Licences must be preceded by the import of raw cotton. Some Regional Licensing Authorities have not adhered to these instructions. Therefore, all Licensing Authorities are instructed to strictly enforce this condition, ensuring that duty-free licences for exporting cotton yarn are issued only if the import of raw cotton precedes the export. Additionally, a correction is made to ALC Circular No. 4/94, now referred to as Circular No. 4A/94.
