Cement in India Must Meet Bureau Standards; Licensing Required for Manufacturers Under the 1995 Quality Control Order.
The Cement (Quality Control) Order, 1995, issued by the Ministry of Industry, mandates that all cement manufactured, sold, or distributed in India must conform to standards set by the Bureau of Indian Standards and bear the Standard Mark. Manufacturers must obtain a license from the Bureau before production. The Order prohibits the sale or storage of non-compliant cement and grants the Appropriate Authority powers to inspect, seize, and test cement samples. Violations can result in penalties and forfeiture under the Essential Commodities Act. Appeals against decisions can be made to the Central Government within thirty days.
