<h1>SWIFT System Streamlines Food Consignment Clearance by Customs; Automatic NOC Referrals with Risk-Based Criteria from April 1, 2016.</h1> The circular addresses the implementation of the Single Window Interface for Facilitating Trade (SWIFT) for the clearance of food consignments by Customs officers at locations where the Food Safety and Standards Authority of India (FSSAI) has provided delegation. Effective from April 1, 2016, the system allows automatic referral of the Bill of Entry to relevant agencies for a No Objection Certificate (NOC), with risk-based selectivity criteria determining the necessity of NOCs. Low-risk consignments may have NOC requirements waived, and Customs officers are instructed not to manually refer such cases unless approved by a superior. Importers must accurately declare all information to ensure smooth processing.
