Despite previous instructions, 50% of proposals arrive after 60 days, exceeding the prescribed 21-day period. To address this, it mandates that if an SLP proposal is submitted over 90 days post-judgment, the concerned Chief Commissioner of Income Tax (CCIT) or Director General of Income Tax (DGIT) must identify and specify the responsible officer(s) for the delay in the proposal. This directive is approved by the Member (A&J).
