<h1>Department allows transferability endorsement for expired Advance Licences with fulfilled export obligations under specific delay conditions</h1> The Department of Revenue examined the issue of granting transferability endorsement for expired Advance Licences issued during Exim Policy 1992-97. Export obligations for these licences were fulfilled before December 31, 1997, but transferability endorsements could not be completed. The Board decided to permit transferability endorsement by DGFT in two situations: first, where licences were submitted for endorsement by February 20, 1998, but could not be processed due to delays from notifications or DGFT delays; second, where licences could not be submitted due to delays in DEEC book logging or Modvat Reversal Certificate issuance by Customs. For the second category, licence holders must submit a certificate from the Assistant Commissioner confirming the delay prevented timely submission. These licences would be allowed transferability with revalidation until March 31, 2000.
