Issues: Whether, in the absence of an express refusal within 30 days under Section 310(2) of the Karnataka Municipal Corporations Act, 1976, the petitioner was entitled to a deemed completion certificate and consequential supply of electricity to the commercial complex.
Analysis: The building was stated to have been completed, and an application for the completion certificate had been made to the municipal authority.
