                              Prolonged criminal trial delay and bail-related prejudice justified a time-bound direction for expeditious disposal

                              Prolonged pendency of a Special Criminal Case, coupled with prejudice to a foreign national on bail who could not work or leave the country, justified a time-bound direction for early trial disposal. The delay was attributed to late receipt of the CFSL report, but once the report had been received and transmitted to the trial court, the court found no impediment to prompt conclusion of the case. Relief was therefore granted by directing the Special Judge to dispose of the matter expeditiously and by a fixed deadline.
