Final Conclusion: The revenue challenge to the classification failed, and the assessee's classification was sustained.
Ratio Decidendi: Where goods answer the description of electronic microassemblies under Heading 8542, that heading prevails over a competing functional heading by virtue of the chapter note giving precedence to the specific technical classification.
