Technical glitches in Income Tax Department's portal delay ITR processing and refunds, highlighting need for improvements and extensions. Technical glitches in the Income Tax Department's new portal are causing delays in processing Income Tax Returns (ITRs), issuing refunds, and updating information. In some cases, taxpayers receive refunds in their bank accounts while the portal still indicates processing is in progress. These issues are more pronounced with longer ITR forms or when there is data mismatch in the Annual Information Statement (AIS) and Taxpayer Information Summary (TIS). Despite claims of resolution, discrepancies persist, suggesting a need for portal improvements and potentially extending the filing period for more complex ITRs. (AI Summary)

Technical glitches of many types are being experienced by assesses in new portal of Income Tax Department.

observed that there are delays in processing of ITR’s. Particularly in case of longer ITR. Even in case of short ITR forms, wherever there are some information in ITR/ AIS and TIS and there is some mismatch, the processing is delayed.

Information in AIS and TIS are many times not correct and complete and therefore there has to be some mismatch, unless the assessee just adopt policy to take figures from AIS and TIS.

Grievance Description:

We fled ROI on 31.07.22 which was processed on 02.08.22 vide CPC/2223/ xxxx  and refund was granted vide Refund Sequence No :  xxxx  but still refund has not been received. Although ITR has been processed as above but in dashboard it is showing processing in progress. So there seems some technical error, whereby Refund has not been issued.

Status as per Dash  Board for assessee as on 30.08.2022 at about 13:47 hrs.

Few days ago on 24.08.2022 for the same grievance  it was shown as follows:

Dear Taxpayer, as verifed from CPC records your refund has been determined and the same has been sent to refund banker for payment. The same will be credited to the pre-validated bank account shortly, Subject to the successfully pre-validated the bank account in the portal. You may check the status of your refund on https://tin.tin.nsdl.com/oltas/refund[1]status-pan.html.

Therefore, we find that the grievances and its disposal details are shown differently at different times.

On 31.08.2022 shown in progress but Refund credited:

Surprisingly on 30.08.22 and 31.08.22 both days the processing of ITR is shown in progress. On 24.08.22 it was stated that Resolved and Refund has been forwarded to refund banker.

In fact on 26.08.22 account of assessee was credited with the amount of refund.

However, in dash board it is being shown as if processing is in progress and Refund is awaited.

 Note: some numbers and amount are marked xxxx ,  and  not shown for secrecy of  concerned assessee. 

Delays in processing – suggest time to file ITR must be more:

Experience shows that whenever ITR contains more information, there is delay in processing. ITR processing is basically based on artificial intelligence and there should not be much difference for longer and shorter ITR forms. However, ground reality is that there is delay in processing of  lengthy ITR forms.

This suggest that time allowed to file ITR must be more in case of longer ITR forms, even if it is without Tax Audit or other reports.
