Duty Credit Scrip incentives provided for specified exports and services to offset costs and support import of capital goods. Chapter 3 establishes export promotion schemes administered by the Department of Commerce, notably ASIDE for State infrastructure, MAI and MDA for market promotion, and multiple Duty Credit Scrip schemes (SFIS, VKGUY, FMS, FPS, SHIS) that grant duty credit entitlements to eligible exporters and service providers. It specifies eligibility, entitlement rates, permitted imports, transferability and actual user conditions, ineligible export categories, counting rules for export performance and privileges accorded to Export/Trading House status holders, while preserving government discretion and cross references to operational appendices.
