Exclusion of specified duties clarifies which levies are outside the Customs Tariff base and applies retrospectively.

Amendment to section 3 revises the excluded duties phrase to state that the tariff exclusion does not include the special additional duty, safeguard duties, countervailing duty, anti-dumping duty, and the duty referred to in sub-section (1), and that this substitution is deemed retrospective from the first day of March, 2002.
