Special provision for Hill Areas: presidential power to establish Assembly committee and Governor reporting obligations.

The President may, by order, provide for a Legislative Assembly committee of members from the Hill Areas, modify State rules of business and Assembly procedure, and assign special responsibilities to the Governor to secure the committee's proper functioning; the Governor must report to the President on administration of the Hill Areas and the Union may direct the State regarding their administration.
