Administrative and financial powers of the Commissioner remain subject to Central Board limits, delegation, and budgetary control.

The Commissioner's administrative and financial powers are limited by the budget allocation and monetary limits authorised by the Central Board. Within those limits, the Commissioner may sanction expenditure on contingencies, supplies, services and necessary purchases for administering the Fund. Additional administrative and financial powers may also be exercised only if delegated from time to time by the Central Board, preserving Board control over spending authority and delegated functions.
