Power to order costs allows courts to award just costs for applications to file complaints or pursue appeals.

A court adjudicating an application to file a complaint under section 379 or an appeal under section 380 may, in its discretion, make such costs orders as are just, permitting allocation of procedural expenses between parties in the interest of fairness and administration of justice.
