Receipt of goods from another warehouse requires verification of the one-time lock before unloading. A damaged or missing lock must be immediately reported to the bond officer, and unloading must be refused. If the lock is intact, the licensee must reconcile quantities with the applicable transfer Form, report discrepancies within twenty-four hours, retain endorsed transfer and transportation documents, record the goods, and provide copies to the bond officer and originating warehouse keeper.
