Section 111 provides that the Appellate Tribunal, guided by natural justice and its enabling Act and rules, may regulate its own procedure and is not bound by the Code of Civil Procedure; it is vested with specified civil court powers for summoning, discovery, affidavit evidence, requisitioning public records, issuing commissions and dealing with defaults, and its orders are enforceable as court decrees and may be executed by competent courts, while proceedings are deemed judicial and the Tribunal is treated as a civil court for certain criminal procedure provisions.
