Initiation of safeguard investigations requires a written application by or on behalf of the domestic producer in the prescribed Form, supported by evidence of increased imports, serious injury or threat of serious injury, and a causal link between imports and the alleged injury; including a statement of adjustment measures and whether a parallel safeguard application has been submitted. The Authorised Officer must examine the accuracy and adequacy of evidence and be satisfied that sufficient evidence exists on increased imports, injury or threat, and causal link before initiating an investigation, but may initiate suo moto if convinced by information from any source.
