Procedural autonomy: Authority and Appellate Authority may regulate their own procedure for advance ruling matters under the Chapter.

Each of the Authority and the Appellate Authority is vested, subject to the Chapter's provisions, with the power to regulate its own procedure in relation to advance ruling matters, conferring procedural autonomy for hearings, filings and adjudicative steps while remaining bound by the Chapter's limits.
