The Authority and the Appellate Authority possess procedural autonomy to regulate their own internal processes for advance rulings, subject to the provisions and limits established by the Chapter; their competence to frame procedural rules, timelines, and modes of proceeding is therefore enabled by this provision but must conform to the Chapter's statutory framework.
