Delegation of powers: Commissioner may authorize other officers to exercise specified powers under the Act, subject to conditions.

The Commissioner may, by notification and subject to specified conditions, direct that powers exercisable by any authority or officer under the Act may also be exercised by another authority or officer named in the notification, establishing a formal administrative delegation mechanism while preserving the original statutory source of those powers.
