The Appellate Tribunal is not bound by the Code of Civil Procedure and shall be guided by principles of natural justice while regulating its own procedure. It has civil-court powers to summon and examine witnesses, require discovery and production of documents, receive affidavit evidence, requisition public records subject to evidence law, issue commissions, and dismiss or set aside representations for default. Its orders are enforceable as civil decrees and may be sent for execution to the court within whose jurisdiction a company's registered office or a person's residence or business falls; proceedings are deemed judicial and the Tribunal is treated as a civil court for specified penal and criminal procedural provisions.
