Contumacy procedure: refusal to answer at examination treated as a default, triggering written report and Member action.

If an examinee refuses to answer to the satisfaction of an officer appointed by the Member, the officer must make a written report stating the questions and any answers and notify the examinee to attend before the Member; the refusal is treated as a default in answering before the Member, who may then take such action as he thinks fit.
