Petitioner responsibility to effect service and notice publication is primary, subject to any directions issued.

Rule 92 assigns primary responsibility to the petitioner, applicant, or person conducting proceedings to effect service of notices, summonses and other processes and to carry out required advertisement and publication, subject to any directions of the Member or Registrar of the Tribunal or where otherwise provided.
