Non qualifying operations: routine or simple processing, packaging, or preservation do not render goods originating under the CEPA.

Non qualifying operations exclude routine, non transformative processes-such as preservation during transport, simple packaging, disassembly, collection of parts, basic cleaning and sorting, simple cutting, repacking, affixing labels, simple mixing and assembly, slaughter, and mere dilution-and any combination thereof from conferring originating status. An operation is simple if it does not require special skills or specially produced or installed machines, apparatus or equipment.
