Settlement Commission may call records from the Commissioner and, if further inquiry is necessary, direct the Commissioner to make such inquiry and to furnish a report on matters covered by the application and other relevant aspects; the Commissioner must provide the report within the prescribed procedural period after receipt of the Commission's communication, and if the report is not furnished within that period the Commission may proceed to pass an order without it.
