Every order appointing a Commissioner must specify a date allowing sufficient time for submission of the report. If the Commissioner anticipates delay, an application for extension must be made before the expiry of the fixed date, with grounds stated, and the Tribunal may pass suitable orders. The Tribunal may also grant extension for sufficient cause even without any application from the Commissioner.
