Free supply of electoral rolls and prescribed election materials to recognised party candidates, subject to expenditure-reduction conditions.

Part VA inserts provisions requiring the Government to supply free copies of the finally published electoral roll and prescribed materials to candidates of recognised political parties at parliamentary and state assembly elections; such supply is subject to conditions imposed in consultation with the Election Commission to reduce the candidate's maximum expenditure under section 77 and must be delivered through officers specified by the Election Commission. Section 78B empowers the Election Commission, between election notification and polling, to supply items determined in consultation with the Central Government to electors or recognised-party candidates, with possible expenditure-reduction conditions.
