Amendment substitutes definitions in the criminal procedure provision to define commencement of the Constitution as 26th January, 1950 and to adopt the constitutional meaning of Ruler, and inserts qualifying phrases in subsections to limit references to rulers who held status before that commencement and to tie a subsection explicitly to offences contemplated by the provision.
