Bench composition in settlement proceedings clarified: benches must include chair or vice-chair and regulate their procedure.

The Settlement Commission's powers may be exercised by Benches constituted by the Chairman from among members; each Bench must consist of three members with either the Chairman or a Vice-Chairman as one member. The Commission has power to regulate its own procedure and that of its Benches in all matters arising from exercise of its powers or functions, including the places where Benches shall hold sittings, subject to the provisions of the Chapter.
