While CIT(A) upheld AO's addition in quantum proceedings, ITAT noted appellant's limited legal awareness and inability to afford proper representation. Tribunal distinguished between total non-compliance versus insufficient compliance, observing appellant had attempted to cooperate by submitting bank statements.
