It defines key terms, prescribes classification rules for mixtures (same-heading mixtures stay in that heading; mixed-heading mixtures classifiable in heading 0910), and excludes certain items. Most listed ITC(HS) codes are allowed for export as Free, while many subheadings are 'Subject to Policy Condition 1 of the Chapter,' which designates Spices Board India to issue Health Certificates for EU exports within 48-72 hours of receiving samples. Additions do not alter spice classification if the essential character remains, and future HS classification amendments (except export policy) apply to export.
