Headings 2844 or 2845 are exclusive; subject to that, 2843, 2846, 2852 are exclusive. Goods put up in measured doses or for retail sale falling within listed headings must be classified there. Sets intended to be mixed into a Section VI or VII product are classed with the finished product if constituents are presented together, identifiable as to joint use without repacking, and complementary. A product described by name or function in Section VI prevails over heading 3827.
