<h1>Classification of chemical products: goods matching a heading must be classified exclusively in that heading under tariff rules.</h1> Goods that match the descriptions in specific Chapter 28-38 headings must be classified exclusively in those headings; notably goods answering to headings 2844 or 2845, and, subject to that, goods answering to headings 2843, 2846 or 2852. Goods put up in measured doses or for retail sale are to be classified in the retail/measured-dose headings and no other. Sets of constituents intended to be mixed into a Section VI or VII product are classified in the heading appropriate to that product if presented together, clearly intended for joint use without repacking, and identifiable as complementary.
