Haryana State Board of Technical Education granted tax exemption on specified income subject to non commercial and filing conditions.
HSBTE, Panchkula is notified as eligible for exemption under section 10(46) for specified income: government grants and contributions; fees (affiliation, examination, migration, transcription); royalties and charges including penalties; bequests, donations, endowments and other contributions; sale proceeds of securities and rents and profits from property vested in HSBTE; and interest on bank deposits, subject to non engagement in commercial activity, unchanged activities and income nature, and filing returns under clause (g) of sub section (4C) of section 139; effective for specified assessment years.

Investment adviser rules updated: revised qualifications, mandatory NISM certification renewal, and transition rules for high volume advisers.
Amendments expand covered persons to include persons associated with investment advice, revise qualification criteria to require a graduate degree or equivalent plus NISM or NISM accredited certification or recognised NISM postgraduate programs, and mandate timely renewal of relevant NISM certification for individual advisers, principal officers, partners engaged in advice, and persons associated with investment advice to ensure continuity of certification requirements.

Research analyst regulations updated to expand covered persons, revise qualification routes, and mandate fresh NISM certification and form disclosures.
Amendments broaden Regulation 7 to include persons associated with research services, set alternative qualification pathways including graduate degree or CFA plus NISM or NISM accredited certification or a specified NISM postgraduate program, omit sub regulation (2), and require registered individuals, principal officers, employed research analysts, persons associated with research services and relevant partners to obtain a fresh NISM certification before expiry or within three years of registration to ensure continuity of certification compliance. Haryana GST: electronic registration for low-liability taxpayers with mandatory Aadhaar authentication and a formal withdrawal process.
Provides for electronic registration within three working days via the common portal based on data analysis and risk parameters; creates a rule permitting registration for taxpayers whose monthly output tax to registered persons does not exceed Rs. 2,50,000, contingent on Aadhaar authentication and single registration per PAN in the same State/UT. Establishes withdrawal procedure through FORM GST REG-32 with verification, return-filing prerequisites, PAN and Aadhaar checks, applicability of physical verification and risk-based scrutiny, and issuance of orders in specified forms within existing timeframes.

Gujarat GST rules allow electronic registration and a low-turnover registration option requiring Aadhaar authentication and specified withdrawal conditions.
The rules add electronic registration under rule 9A to permit portal-based grant within three working days using data analysis and risk parameters, and introduce rule 14A allowing optional registration for persons with monthly output tax liability not exceeding two lakh fifty thousand rupees, subject to Aadhaar authentication, PAN verification, restrictions on duplicate registrations, portal verification procedures, and a structured withdrawal process via FORM GST REG-32 with return-filing conditions and possible rejection where cancellation proceedings are pending.

Amendments require recognised stock exchanges and clearing corporations to appoint two executive directors (for Vertical 1 and Vertical 2) with stature, appointment process, tenure and approval parity to the managing director; expand the managing director's roles to include enterprise management, compliance oversight, vertical stewardship, risk management and infrastructure assurance; and mandate appointment of a chief technology officer and a chief information security officer with specified responsibilities for IT risk, technology policy, cyber resilience and remediation of audit observations.

Code on Wages effective 21 November 2025 for specified provisions including sections 1-41 and 43-66.
21 November 2025 is appointed as the effective date for commencement of specific provisions of the Code on Wages, 2019, including sections 1-41, sub-sections (4)-(9) of section 42, sections 43-66, specified parts of section 67, section 68, and section 69, with an express exclusion for provisions of section 69 addressed by an earlier notification.

Code on Social Security commencement notification brings specified provisions into force with stated exclusions and later corrigenda.
The Central Government appoints 21 November 2025 as the date on which specified provisions of the Code on Social Security, 2020 come into force. The notification covers sections 1 to 14, section 15 and section 16 subject to stated exclusions, sections 17 to 141, section 143 subject to a stated exclusion, sections 144 to 163, and sub-sections (1) to (3) of section 164 subject to stated exclusions. The instrument also records subsequent corrigenda substituting the wording of the affected provisions.

Chhattisgarh GST amends nominated agency definition to match Customs notification Lists 13-15, effective Nov 1.
Amendment substitutes the Explanation's clause (c) in Notification No. 26/2018-State Tax (Rate) to define "Nominated Agency" as the entities mentioned in Lists 13, 14 and 15 appended to Table 1 of Notification No. 45/2025-Customs; the amendment is made under the State GST enactment and is deemed effective from 1 November 2025.

Insolvency professionals face assignment caps: max 10 cases and three large-scale engagements over Rs. 1000 crore.
An insolvency professional who is not an insolvency professional entity is restricted to ten aggregate assignments as interim resolution professional, resolution professional and liquidator, with not more than three assignments involving admitted claims exceeding one thousand crore rupees each; professionals exceeding these limits at commencement cannot accept new assignments until their ongoing assignments fall below the specified limits.

Personal guarantor insolvency process: resolution professionals must file prescribed electronic Forms; late filing incurs fees and regulatory consequences.
Regulation 23 requires resolution professionals to file specified Forms with enclosures on the Board's electronic platform within timelines notified by the Board, ensuring accuracy and completeness. Late filing attracts a fee of five hundred rupees per Form for each calendar month of delay after the notified due date. The resolution professional is subject to such action as the Board may take under the Code or regulations, including refusal to issue or renew Authorisation for Assignment, for failure to file, for inaccurate or incomplete filings, or for delay.

Capital Gains Account Scheme: non rural branches of specified banks authorised to receive deposits and maintain accounts.
Central Government authorises specified commercial bank branches, excluding rural branches, to receive deposits and maintain accounts under the Capital Gains Account Scheme, 1988, listing nineteen banks whose non rural branches may receive deposits and hold accounts. A "rural branch" is defined as one located and functioning at a centre with population below ten thousand according to the 2011 census.

Capital Gains Accounts Scheme updated to permit electronic payments and electronic account records for deposits and closures.
The Scheme amends the Capital Gains Account Scheme, 1988 to include section 54GA, broaden the definition of Deposit Office to authorised banks, and introduce an express definition of electronic mode covering card payments, net banking, UPI, IMPS, RTGS, NEFT and BHIM Aadhaar Pay. Electronic payments are equated with cheque/draft for determining the effective deposit date subject to realisation; electronic statements may replace passbooks; account closure must be filed electronically with digital signature or electronic verification code from 1 April 2027; and systems authorities are directed to specify procedures, data standards, verification mechanisms and security policies for electronic filings.

Alternative Investment Funds: introduces Accredited Investors only fund, excludes accredited investors from investor counts and shifts trustee duties.
Introduces the Accredited Investors only fund-an AIF or scheme restricted to accredited investors (excluding certain insiders)-and permits conversion of pre-existing AIFs/schemes to this category subject to Board conditions. Accredited investors are excluded when computing the number of investors in a scheme, certain regulatory sub-clauses will not apply to these funds, and trustee responsibilities for such funds shall be carried out by the manager.

Related party transaction thresholds and approvals updated for listed entities, subsidiaries and KMP relatives in 2025.
Amendments expand covered persons to include directors, key managerial personnel and their relatives; insert Schedule XII establishing tiered materiality thresholds for related party transactions based on consolidated turnover and computation from last audited consolidated financial statements; require prior audit committee approval for subsidiary transactions above Rs.1 crore when values exceed either subsidiary standalone turnover-based limits or the listed entity's Schedule XII thresholds, with special rules where subsidiaries lack audited financials; and limit validity of shareholder omnibus approvals.

Amendment revises the import treatment of unstudded platinum articles of jewellery by changing their classification under the import policy from Free to Restricted, effective immediately and continuing until the specified interim date, thereby imposing import restrictions and altering administrative and compliance obligations for importers of this category of precious-metal jewellery.
