Import classification updates for pesticides, rice, makhana and waste oils; new Policy Condition 07 requires CIB&RC registration.
ITC(HS) 2022, Schedule-I (Import Policy) is amended to align tariff items, chapter notes, headings, sub-headings and descriptions with the Finance Act, 2025, with immediate effect, thereby updating the applicable import classification and associated policy conditions for covered goods. A new Policy Condition No. 07 is introduced for specified goods in Chapters 29 and 38, prescribing that import of pesticides is subject to a registration certificate issued by the CIB&RC and confirmation that the item is not prohibited under the Insecticides Act, 1968, thereby conditioning import clearance on regulatory registration and non-prohibition status. Multiple ITC(HS) codes are inserted, deleted, split or merged, including revised coverage for rice and makhana items, and revised treatment of certain waste oils and chemicals, thereby altering the applicable import policy status (e.g., free, restricted, state trading) for the revised tariff lines.
