of <h1>Government Amends Pan Masala Packing Rules: Shorter Notification Periods, Duty Adjustments for Ceased Operations Under Rules 16 & 17.</h1> The Central Government has amended the Pan Masala Packing Machines (Capacity Determination and Collection of Duty) Rules, 2008, effective October 20, 2008. Key changes include reducing notification periods in several rules from fifteen or seven days to three working days. Rule 16 now specifies that manufacturers permanently ceasing operations must calculate duty pro rata and adjust payments accordingly, with any excess refunded by the 20th of the following month and deficiencies paid by the 5th. Rule 17 clarifies duty liability for unregistered units based on available packing machines and the retail sale price of manufactured pouches, assuming operation since July 1, 2008.
