      Assam Goods and Services Tax (Second Amendment) Rules, 2021
      Summary: The amendment adds a proviso allowing company-registered taxpayers, for the specified retrospective window, to file the statutory monthly return in the prescribed return form and to furnish outward-supply details either via the invoice return form or the invoice furnishing facility, provided such filings are verified by electronic verification code (EVC). The amendment is effective from the notified earlier commencement date and amends the principal rules by inserting this proviso into the applicable rule sub provision.

      Amendment in Notification No. ERTS (T) 65/2017/1, dated the 29th June, 2017
      Summary: The Government of Meghalaya, on Council recommendation and under the Meghalaya GST Act, amends its GST notification by omitting a specified entry from Schedule II and by deleting the words "in respect of Information Technology software" from the description of a Schedule III serial entry, thereby altering the scope and application of those schedule entries.

      Seeks to exempt taxpayers having AATO upto ₹ 2 crores from the requirement of furnishing annual return for FY 2020-21
      Summary: Exempts registered persons with aggregate turnover up to two crore rupees in FY 2020-2021 from furnishing the annual return under the Tamil Nadu Goods and Services Tax Act, 2017, on the Council's recommendation; the notification is deemed effective from 1 August 2021 and is issued by the Commissioner of State Tax.

      Amendment in Notification No. . II(2)/CTR/532(d-4)/2017, dated 29th June 2017
      Summary: Amendments modify classification and taxable treatment of listed goods by inserting, substituting and omitting tariff entries across multiple GST Schedules, including new insertions for specified seeds, biodiesel supplied for blending, renewable energy devices with an apportionment rule for mixed supplies, various metal ores and concentrates, plastic scrap, specified printed matter, railway rolling stock categories and carbonated fruit beverages, thereby reassigning items among the applicable GST rate Schedules.

      Amendment in Notification No. II(2)/CTR/532(d-15)/2017, dated 29th June, 2017
      Summary: The notification amends the Tamil Nadu GST exemption table to insert references to 12AB alongside 12AA, alter year references from 2021 to 2022 for certain entries, omit serial 43, and add a "75% or more" threshold in serial 72. It creates nil-rate entries for services related to the AFC Women's Asia Cup 2022 (services by/to AFC and admission rights) conditioned on certification by the Director (Sports), and adds a nil-rate entry for National Permit services (heading 9991). These amendments are effective from 1 October 2021.

      Amendment in Notification No. II(2)/CTR/532(d-14)/2017 dated 29th June 2017
      Summary: Amendments modify notified service classifications under the Tamil Nadu GST Act by inserting 12AB, revising items and column entries for Intellectual Property transfers, expanding job work entries to include manufacture of alcoholic liquor, revising classifications for manufacturing, publishing and material recovery services, distinguishing admission-to-entertainment categories, correcting a Schedule reference, and inserting Annexure entries to classify multimodal transport of goods within India; the changes are deemed effective from the first day of October, 2021.

      Clarification regarding GST rates & classification (goods) based on the recommendations of the GST Council in its 45th meeting held on 17th September, 2021 at Lucknow
      Summary: Clarification distinguishes exempt fresh fruits and nuts from dried or frozen variants which attract GST; tamarind seeds and other seeds under heading 1209 supplied for non sowing uses attract 5% while seeds for sowing remain nil rated; copra is classified under heading 1203 and not exempt as coconut; pure henna powder and leaves without additives fall under heading 1404 and attract the concessional rate; brewers' spent grain and similar residues are under heading 2303 and attract the specified rate; all goods under heading 3006 and all reagents under heading 3822 are covered by their respective concessional entries; procedural clarifications address essentiality certificates for inter state transfers, separate taxation of UPS and batteries, deemed 70:30 valuation for specified renewable projects retrospectively, and uniform treatment of fibre drums under heading 4819.

      Clarifications regarding applicable GST rates & exemptions on certain services
      Summary: Services by cloud/central kitchens are covered under restaurant service (including takeaway and delivery) and attract the concessional restaurant service rate without input tax credit. Ice cream parlors selling pre manufactured ice cream are supplying goods, not restaurant services. Government funded coaching under the disability scholarship scheme is exempt as a government funded training service. Satellite launch services to foreign customers qualify as export of service and are zero rated. Overloading fees at toll plazas receive the same treatment as toll charges and are exempt. Renting/giving on hire to STUs and local authorities is included in the exemption. Grant of mineral exploration/mining rights classifies under licensing for right to use minerals and was taxable at the residuary standard rate for the disputed period. Job work for manufacture of alcoholic liquor is excluded from the reduced food job work rate and attracts the standard job work rate.

      Guidelines for the sale of seized/confiscated gold
      Summary: Seized/confiscated gold (other than jewellery) shall be sold only to the RBI under a tripartite MoU with SPMCIL. SPMCIL will collect gold from Customs Commissionerates, transport it to designated India Government Mints for XRF pre assay, pre melting, assaying and conversion into LBMA specification standard bars; handovers must use witnessed HOGS Notes and CCTV records. Focal Commissionerates issue Preliminary and Final Weight Notes based on SPMCIL assay outputs; SPMCIL delivers bars to RBI at Mumbai and charges for melting/refining and logistics are reimbursed by CBIC. RBI values gold using the 30 day average LBMA rate converted via FBIL and shares final weight and price with DoL prior to payment; DoL maintains ledgers and effects payments to SPMCIL.
