      Seeks to extend the last date for filing of FORM GSTR-3B for the month of September, 2018 till 25.10.2018 for all taxpayers
      Summary: Extension of the filing deadline for the monthly return in FORM GSTR-3B for September 2018: the Commissioner, on Council recommendations, provided that the return shall be furnished electronically through the common portal on or before 25th October, 2018 by inserting an additional proviso into Notification No. 34/2018.

      Exempts a person making inter-State taxable supplies of handicraft goods from the requirement to obtain registration - But e-way bill will be required.
      Summary: Exempts persons making inter-State taxable supplies of specified handicraft goods from the requirement to obtain registration, provided the all-India aggregate value of such supplies does not exceed the turnover threshold that triggers mandatory registration; applies to goods identified by referenced tariff entries and an enumerated Table of products with HSN codes. Such exempt persons must obtain a Permanent Account Number and generate an e-way bill in accordance with the rules; the notification supersedes an earlier notification.

      Supersession Notification No. S.O.179 dated the 21st September, 2017
      Summary: Exemption from registration applies to casual taxable persons making inter-State supplies of specified handicraft and artisan products that fall under listed HSN/tariff entries and are predominantly handcrafted, provided they avail the linked central notification benefit and their aggregate supplies do not exceed the all-India turnover threshold for registration; such persons must obtain a Permanent Account Number and generate e-way bills under the relevant rules. The notification supersedes the earlier state notice and is effective from 23rd October, 2018.

      Haryana Goods and Services Tax (Thirteenth Amendment) Rules, 2018
      Summary: The amendment substitutes sub rule (10) of rule 96 to provide that persons claiming refund of integrated tax paid on exports shall not be eligible if they have received supplies from suppliers who availed benefits under specified notifications, and the amendment is deemed to have come into force retrospectively from 23rd October, 2017.

      Corrigendum - Notification No. 18/2018—State Tax (Rate), dated the 27th July, 2018
      Summary: Corrigendum amends two State Tax (Rate) notifications by substituting schedule entries: replacing the previous S. No. 195A with separate tariff listings for Hand operated rubber roller and Nozzles for drip irrigation equipment or nozzles for sprinklers, and by substituting table entries to list Deities made of stone, marble or wood and Khali Dona and goods made of specified leaves and sabai grass, thereby altering the classification of these goods within the notifications' rate schedules.

      TRIPURA ORDINANCE NO. 4 OF 2018 - dated - 12-10-2018 - Tripura SGST
      Tripura State Goods and Services Tax (Amendment) Ordinance, 2018.
      Summary: The Ordinance amends definitions and supply classification to align activities with Schedule II, empowers notification of reverse charge liability on recipients for supplies from unregistered suppliers, adjusts composition levy eligibility and turnover ceilings, mandates separate registration for SEZ units, allows suspension of registration during cancellation proceedings, prescribes return filing frequency and formats, and inserts section 43A establishing a supplier-recipient ITC matching and verification regime with prescribed procedures, safeguards, caps and joint and several liability where supplier details are furnished but returns are not filed.

      Insolvency and Bankruptcy Board of India (Liquidation Process) (Second Amendment) Regulations, 2018
      Summary: The amendments replace the sale regulation to permit liquidators to sell assets standalone, in slump sales, as sets, in parcels, the corporate debtor or its business as a going concern, provided assets subject to security interest are sold only after relinquishment to the liquidation estate. Valuation is prescribed: existing resolution-stage valuations are averaged; otherwise the liquidator must appoint two registered valuers within seven days, who independently submit realisable-value estimates after physical verification, and the average of those two estimates constitutes the sale value.
