      Summary: Mid-year assessment reports robust merchandise export growth in April-September 2018, stronger in Rupee terms and positive in US dollar terms; Non petroleum and Non Gems & Jewellery exports also rose, showing breadth.       Seeks to rescind Notification No. 58/2012-Customs (ADD) dated 24th December, 2012.
      Summary: The Central Government rescinds Anti-Dumping Duty on Phthalic Anhydride from Korea RP, Taiwan and Israel previously imposed by Notification No. 58/2012-Customs (ADD). Following a sunset review under section 9A of the Customs Tariff Act and relevant Anti-dumping Rules, the Designated Authority found no continued injury or credible likelihood of injurious dumping, and therefore did not recommend continuation of the duty; the Government revoked the earlier notification save for actions taken before rescission.

      Tariff Notification in respect of Fixation of Tariff Value of Edible Oils, Brass Scrap, Poppy Seeds, Areca Nut, Gold and Sliver.
      Summary: Fixation of tariff values for specified imported goods by exercising powers under section 14(2) of the Customs Act, 1962, through substitution of TABLE-1, TABLE-2 and TABLE-3 into Notification No. 36/2001-Customs (N.T.), listing revised tariff values for edible oils, brass scrap, poppy seeds, areca nuts, and per-unit values for gold and silver to be applied for customs valuation at import.

      Amendments in the Notification No. 2(2)/2018-SPS dated the 23rd April, 2018 - ‘Industrial Development Scheme for Jammu and Kashmir, 2017'.
      Summary: The amendment to the Industrial Development Scheme for Jammu and Kashmir, 2017 extends the registration period for units that commenced production on or after 15.06.2017, substituting the earlier cut-off with a later final deadline and expressly providing that no further extension of the registration period will be allowed.

      Securities and Exchange Board of India (Issue And Listing of Non-Convertible Redeembable Preference Shares) (Amendment) Regulations, 2018.
      Summary: Amendment deletes Regulation 16B from the 2013 Regulations governing issue and listing of non-convertible redeemable preference shares; the Regulations are made under the Board's power under section 30(1) and are to come into force on publication in the Official Gazette, thereby making the omission effective from that date.

      Initiation of Sunset Review anti-dumping investigation concerning imports of Ductile Iron Pipes from China PR.
      Summary: Initiation of a sunset review anti-dumping investigation into imports of Ductile Iron Pipes from China is commenced following the Gujarat High Court's direction to rehear the earlier non-initiation. The review applies existing anti-dumping procedural rules, retains the original product scope, identifies the domestic industry applicants, sets the Period of Investigation for injury analysis, and requires known exporters, the subject government, importers and other interested parties to submit information. Confidentiality protocols, timelines for submissions, and consequences for non-cooperation are specified.

      Modification in the Notification No. I-34(7)/2018-O&M dated 17 May 2018.

      Amendments in the Government of India Notification No.10(6)/2016-DBA-II/NER dated the 12th April, 2018 titled ‘North East Industrial Development Scheme (NEIDS), 2017’.
      Summary: The amendment revises sub-paragraph 7.5 of the NEIDS, 2017 notification to extend the registration period for units that commenced production on or after the eligibility commencement date, permitting them additional time to register with DIPP, and declares that no further extension of that registration deadline will be allowed.
