      Foreign Exchange Management (Non-debt Instruments) (Third Amendment) Rules, 2021
      Summary: The amendment to the Non-debt Instruments Rules inserts an entry in Schedule I after Sl. No. 4.2 permitting full foreign investment under the automatic route where the Government has granted an in-principle approval for strategic disinvestment of a PSU. The change creates a specific exception enabling foreign investors to acquire complete ownership without separate government approval in those strategic disinvestment cases and comes into force on publication in the Official Gazette.

Surat, in the State of Gujarat
      Summary: Central Government notification varies the territorial extent of the Special Economic Zone at Village Sachin, Surat by formally adding 0.8903 hectares and de-notifying 36.2703 hectares, producing a revised total area of 21.26 hectares.       Amendments to manner and mechanism of providing exit option to dissenting unit holders pursuant to Regulation 22(5C) and Regulation 22(7) of SEBI (Infrastructure Investment Trusts) Regulations, 2014 (“SEBI (InvIT) Regulations”)
      Summary: Amendments specify that where an acquisition or sponsor change under Regulation 22(5C) or 22(7) is triggered by an open offer, the relevant date is the public announcement date and a detailed timeline applies: first notice with the public announcement, immediate exchange intimation by the investment manager, a second notice seeking unit holder approval with confirmation to provide an exit option, convening and concluding voting within prescribed cut-offs, issuance of a Letter of Offer and creation of an escrow prior to tendering, a defined tendering window, payment to accepted dissenting unit holders shortly after tender closure, and reporting obligations. The exit option price is enhanced by an annualised ten percent for the period between first and second notices.

      Clarification regarding GST rates & classification (goods) based on the recommendations of the GST Council in its 45th meeting held on 17th September, 2021 at Lucknow

      Procedure and Criteria for submission and approval of applications for export of Syringes (with or without Needles)
