      Amendment in Notification No. 49/2017-Customs (ADD), dated the 17th October, 2017
      Summary: The Central Government amended the principal notification to insert a provision that the anti-dumping duty on colour coated/pre-painted flat steel products originating in specified foreign sources shall remain in force up to and inclusive of the end of March 2022, unless revoked, superseded or amended earlier, pursuant to the statutory review and the relevant provisions of the Customs Tariff Act and anti-dumping rules.

      Seeks to exempt COVID-19 vaccines from basic Custom duty till 30th June, 2022.
      Summary: The Central Government, invoking section 25(1) of the Customs Act, 1962, exempts COVID-19 vaccines under Chapter 30 from the whole of customs duty leviable under the First Schedule to the Customs Tariff Act, as a time limited public interest measure commencing 1 October 2021 and extended by a subsequent substitution of the expiry date.

      Seeks to extend timelines for filing of application for revocation of cancellation of registration to 30.09.2021, where due date for filing such application falls between 01.03.2020 to 31.08.2021, in cases where registration has been canceled under clause (b) or clause (c) of section 29(2) of the GGST Act
      Summary: Where registration cancelled under clauses (b) or (c) of sub section (2) of section 29 and the time limit to apply for revocation under sub section (1) of section 30 falls between 1 March 2020 and 31 August 2021, the time limit to make such application is extended up to 30 September 2021.

      Amendment in Notification No. 38/1/2017-Fin(R&C)(87) dated the 31st December, 2018
      Summary: Amendment substitutes the dates in the ninth and tenth provisos of the cited notification to extend the prescribed cutoff from an August date to a November date; the amendment is made under the Goa Goods and Services Tax Act, 2017 and is declared to have retrospective effect from a late-August date.

      Goa Goods and Services Tax (Seventh Amendment) Rules, 2021.
      Summary: The Seventh Amendment to the Goa GST Rules (effective 29 August 2021) extends the deadline in rule 26's fourth proviso to 31 October 2021 and omits all provisos from 1 November 2021; inserts a proviso in rule 138E exempting the restriction from 1 May-18 August 2021 where returns for March-May 2021 were not furnished; and revises FORM GST ASMT 14 to add an order reference and date, remove wording about conducting business without registration despite liability, and include an Address field after Designation.

      Amendment in Notification No. G.O. (P) No. 124/2017/Taxes. Dated 21st October, 2017
      Summary: The Government of Kerala amends the earlier notification to nominate the office-holder by designation-Commissioner of State Tax, Thiruvananthapuram-as member of the Kerala Appellate Authority for Advance Ruling, replacing name-based appointments to avoid delays caused by officer transfers and to ensure continuity of the Authority's membership.

      ‘Guidelines for Investment Advisers’ - Extension of timelines
      Summary: Timelines for Investment Advisers' annual compliance obligations under the IA Regulations are extended by three months for the financial year ending March 31, 2021: annual compliance audits to be completed by December 31, 2021; submission of adverse findings, if any, by January 31, 2022; and auditor's certificate on client level segregation to be obtained by December 31, 2021; other requirements remain unchanged.

      TRADE CIRCULAR No. 18/2021 - dated 22-9-2021
      Clarification regarding extension of time limit to apply for revocation of cancellation of registration in view of Notification No. 1004-F.T. dated 14th September, 2021.
      Summary: Extension of time for applying for revocation of cancellation of registration is granted by notification, extending the due date for filing such applications to 30th September, 2021 for cases with original due dates between 1st March, 2020 and 31st August, 2021. The extension applies to cancellations under the specified statutory clauses and covers unfiled, pending, rejected and appealed applications; authorities must process or accept fresh applications in light of the extension. Clarification addresses interaction with the statutory proviso on administrative extensions and delineates when further discretionary extensions by senior officers may or may not be available.

      Exim Bank's Government of India supported Line of Credit (LoC) of USD 15 million to the Government of the Republic of Sierra Leone
      Summary: A Government supported Line of Credit finances exports for potable water rehabilitation in Sierra Leone, requiring that a substantial portion of each contract be supplied from India while permitting a limited portion to be procured abroad. The LoC has an effective date and a terminal utilisation period from project completion. Shipments must be declared in the Export Declaration Form. No agency commission is payable from the LoC; exporters may use own funds or EEFC balances to pay commission after full realisation. Authorised Dealer Category I banks must inform exporters and may permit such remittances subject to existing rules.

      Summary: Exim Bank's Government-supported Line of Credit finances exports for specified solar energy projects subject to Foreign Trade Policy eligibility and Exim Bank approval; contracts must have at least 75 percent India content with a possible reduction up to 10 percent only upon prior borrower request and Government of India approval before procurement, and reduced content must not be sourced from countries other than India or the Borrower. The LoC is effective from September 2021 with a terminal utilization period of 60 months from the contract's scheduled completion date; shipments require Export Declaration Form compliance.
