      Seeks to amend Notification No. 50 of 2014 dated the 22nd October, 2014 - Jurisdiction of Income-tax authorities
      Summary: The notification inserts a new clause and Schedule-III into Notification No. 50 of 2014, authorising specified Principal Commissioners of Income-tax and Commissioners of Income-tax, as identified by designation and headquarters in Schedule-III, to exercise powers and perform functions in respect of specified cases, persons and incomes within the corresponding jurisdictions set out in Schedule-III, in addition to their existing jurisdiction; the amendment takes effect from publication in the Official Gazette.

      Exemption from TDS on cash withdrawal u/s194N for making payment to farmers - Central Government specifies the commission agent or trader, operating under Agriculture Produce Market Committee (APMC)
      Summary: Exemption from TDS on cash withdrawals is extended to commission agents or traders registered with an APMC who have intimated their account number and PAN to the banking company, co operative society, or post office and certified that withdrawals beyond the statutory threshold are for payments to farmers for agricultural produce; the banking entity must verify the PAN and ensure APMC registration and supporting evidence are placed on record.

      Income-tax (9th Amendment) Rules, 2019 - Additional depreciation on motor cars and motor vehicles shall be allowed in certain conditions.
      Summary: The Income-tax Rules amendment substitutes entries in Appendix I, Part A (Tangible Assets), item III (Machinery and Plant) to grant higher depreciation rates for motor cars not used for hire and for motor buses, lorries and taxis used for hire, where such assets are acquired and put to use within the specified acquisition window; the amendment is made under section 32 read with section 295 and is given retrospective effect from the stated commencement date.

      Risk management framework for liquid and overnight funds and norms governing investment in short term deposits
      Summary: Liquid and overnight funds must maintain a minimum proportion of assets in liquid assets (cash, government securities, T bills, repo on government securities) and restore such exposure before further investments if it falls below the threshold. These funds are barred from parking monies in short term deposits of scheduled commercial banks and from investing in debt with structured obligation or credit enhancement ratings, except government guaranteed securities. AMCs cannot charge investment management or advisory fees for parking funds in short term deposits; NAV cut off for purchases is set earlier and an exit load applies to very short term redemptions on fresh investments.

      Online filing and Issuance of Preferential Certificate of Origin through the Common Digital Platform
      Summary: Preferential Certificate of Origin issuance is centralized on a Common Digital Platform delivering paperless, contactless CoO applications and digital certificates verifiable by QR code or certificate-number lookup. Exporter registration requires IEC and a Class II/III digital signature with IEC embedded; registration auto-populates entity details from the DGFT IEC database and sends credentials to the IEC-linked email. Rollout of electronic issuance is phased pending partner FTA/PTA acceptance; exporters are instructed to register and keep IEC details current. Guidance, FAQs, and support channels are provided.

      Disposal of Unmanned Aircraft System(UAS)/Unmanned Aerial Vehicle (UAVs)/remotely piloted Aircrafts (RPAS)/Drones
      Summary: Guidelines require confiscated drones to be inventoried, DGCA-classified and transferred when "ripe for disposal" to four focal Customs Commissionerates for centralised stocking, joint inspection and distribution. DRI and Customs field formation needs are met first; remaining stock is allocated equally to the Ministry of Defence and the Ministry of Home Affairs after nodal-officer joint inspections. Transfers are on a gratis, as-is where-is basis; recipients must ensure DGCA and WPC compliance, provide documentation, and are prohibited from reselling drones, which must be destroyed at end-of-life. Records and acknowledgements are mandatory.
