      Inclusion of Ports of Import in continuation to Notification 20/2015-20 dated 24.08.2021.
      Summary: The Central Government amended Para 3 of Notification 20/2015-20 to include Mumbai Sea Port, Tuticorin Sea Port and Vishakhapatnam Sea Port as additional permitted ports of import under the Foreign Trade Policy 2015-2020, while all other conditions of the original notification continue to apply.

      Exempt taxpayers having AATO upto ₹ 2 crores from the requirement of furnishing annual return for FY 2020-21
      Summary: Exemption relieves registered persons whose aggregate turnover in the financial year 2020-21 does not exceed the specified small taxpayer threshold from filing the annual return for that year, issued by the Commissioner under delegated statutory power on the recommendation of the Council and effective from the notification's commencement date.

      U/s 10(46) of IT Act 1961 - Central Government notifies ‘Real Estate Regulatory Authority’ in respect of the specified income arising to that Authority
      Summary: Notification designates the Real Estate Regulatory Authority as a class of Authority for tax purposes, exempting specified receipts comprising government grants or loans/advances, fees or penalties received under the Real Estate Act, and interest on those amounts, subject to conditions: no commercial activity, unchanged nature of activities and receipts, filing of return under the prescribed provision for such authorities, and submission of audited report with accountant verification plus a chartered accountant's certificate confirming compliance.

      Summary: GMP and GLP accredited laboratories and institutions are to be accepted as recognized entities for duty free temporary transfer of goods for quality testing or R&D under Rule 50(3) of the SEZ Rules, 2006, and their accreditation certificates shall be accepted in lieu of separate recognition certificates required by the proviso to Rule 50(3).

      Minimizing regulatory compliances burden for citizen and business activities
      Summary: Digitize the identity card application by making Form K under rule 70 available online at zone-level portals with provision for individual submissions and bulk data upload; Development Commissioners must implement the online facility by the prescribed deadline, ensure identity cards are issued promptly upon complete online applications within the prescribed short timeframe, and submit an action taken report to the Department.

      Clarification regarding extension of limitation under GST Law in terms of Hon’ble Supreme Court’s Order dated 27.04.2021
      Summary: The extension of limitation applies to judicial and quasi judicial proceedings such as appeals, reviews and revisions under GST, while statutory compliances required of taxpayers remain governed by the statute or specific notifications; tax authorities may continue to hear and dispose quasi judicial matters, but actions like scrutiny, searches, investigations, issuance of summons, show cause notices and arrests are not covered by the extension.

Taxpayer compliances governed by statutory timelines and notifications remain unaffected by the suspension, and investigative or enforcement actions such as scrutiny, summons, searches, inquiries and arrests are not covered by the suspension.

      Summary: Clarifies that the Dynamic QR Code is required on B2C invoices issued to recipients with a UIN; a UPI ID alone suffices in the QR payload without bank/IFSC; an authorised collector's UPI ID may be used; invoices to recipients outside India (with place of supply in India and payment in foreign currency via approved modes) may omit the Dynamic QR Code; order IDs may substitute for invoice numbers on over the counter sales if uniquely linked to the invoice; and the QR should reflect only the remaining payable amount where part payment has been received.

      Summary: GST on milling of wheat into flour and paddy into rice for PDS is exempt as a composite supply to government entities if the value of goods in the composite supply does not exceed twenty-five percent; where that threshold is exceeded, the milling service to a registered person is to be treated as job-work and taxed at the concessional job-work rate.
