Summary: The VAT Act creates a State Authority for Clarification and Advance Rulings empowered to give binding advance clarifications and to bar officers from deciding issues while an application is pending. The CST Act adopts the procedural machinery of the appropriate State for assessment, collection and enforcement but that adoption does not automatically import the VAT advance-ruling mechanism into CST proceedings; an advance ruling is a substantive uniformity device and does not displace the assessing authority's jurisdiction to proceed under CST when a ruling or appeal is pending.

Summary: The Finance Minister directed senior tax officers to ensure prompt taxpayer grievance redressal, expand the tax base non intrusively, and pursue revenue targets while protecting honest taxpayers from intimidation; he advocated transparent enforcement against parallel economy, a stable competitive tax regime with fewer exemptions, and departmental focus on compliance, collaboration, knowledge management, service convenience, and raising the tax to GDP ratio.
Summary: Central government approved a set of FDI proposals recommended by the Foreign Investment Promotion Board, authorising foreign equity infusions, increases in foreign shareholding, LLP conversions, warrants issuance, share transfers and swaps, exemptions and post-facto regularisations across sectors including pharmaceuticals, aviation, healthcare, publishing, IT services, private security, venture capital and single brand retail. Several applications were deferred pending policy scrutiny in banking, telecom, broadcasting, internet services and alternative investment funds, some were rejected for non compliance or unsuitable restructuring, and one proposal was withdrawn.
Summary: The Reserve Bank of India published the Reference Rate for the US Dollar and, using that rate together with middle rates of cross currency quotes, provided corresponding rupee exchange rates for the euro, pound sterling and yen; the release compares the current quotation with the previous day and states that the SDR Rupee rate will be based on the published reference rate.
Summary: Repayment of the outstanding Government Stock shall be made at par on the respective maturity dates with no interest accruing thereafter; if a maturity date is a holiday under the Negotiable Instruments Act, payment will be made on the preceding working day. Payment to registered holders in SGL/CSGL accounts or by stock certificate will be by pay order including bank particulars or by electronic credit, and holders must furnish bank account details in advance; absent such particulars, securities may be tendered discharged at designated paying offices twenty days prior to maturity.
Summary: Senior income-tax leadership convened to prioritise a non-adversarial tax regime, expedited taxpayer grievance redressal, and expansion of the tax base, while developing strategies to augment revenue through strengthened Advance Tax, TDS, Regular and Self-Assessment processes and Dividend Distribution Tax; the conference also focused on aligning income-tax investigations with non-adversarial objectives and on human resource development to improve taxpayer service quality and compliance.
