The manifest must include vessel and port identifiers, vessel type, ports of discharge, and detailed consignment-level information such as shipper and consignee, cargo description, invoice references, container or vehicle numbers, seals, and weights, together with a signed certification by the master or agent.

      New Composition Scheme for Restaurants and Halwais
      Summary: Dealers supplying cooked food and related items may opt for a notified composition scheme at an alternate single rate if within the prescribed turnover threshold. Dealers shifting from the earlier composition provision to the new composition provision w.e.f. 1 April 2016 need not pay tax on opening stock held at transition, but cannot claim input tax credit on closing stock as of the prior year end. Applications for the scheme must be filed manually until online filing is ordered.

      Framework for computation of book profit for the purposes of levy of MAT under section 115JB of the Income-tax Act, 1961 for Indian Accounting Standards (Ind AS) compliant companies.
      Summary: The Committee recommends using net profit excluding Net Other Comprehensive Income as the basis for MAT book profit for Ind AS companies, subject to existing statutory adjustments. Permanently recorded OCI items should be included in book profit at specified times: revaluation surpluses and certain fair-value equity gains on realisation or disposal; remeasurements of defined benefit plans annually; and other permanent OCI items as they crystallise. First-time adoption transition adjustments are to be included according to whether they will be reclassified to profit or loss or will never be reclassified.

      Limitation for penalty proceedings under sections 271D and 271E of the Income tax Act, 1961
      Summary: A penalty for granting loans above the prescribed limit otherwise than through banking channels is independent of assessment and the limitation for imposing such penalty is governed by section 275(1)(c). The limitation period is the expiry of the financial year in which the proceedings in the course of which action for imposition of penalty has been initiated are completed, or six months from the end of the month in which action for imposition of penalty is initiated, whichever is later; it is not dependent on pendency of appeal against the assessment.

      Foreign Exchange Management (Remittance of Assets) Regulations, 2016
      Summary: The Remittance of Assets Regulations, 2016 replace earlier rules and set when Authorised Dealers may permit outward transfers of funds or proceeds of assets held in India and when prior Reserve Bank approval is required. Definitions cover Non-resident Indian, Person of Indian Origin, remittance of asset, expatriate staff and not permanently resident. ADs may allow remittances for retirements, inheritances, student account closures, NRO balances and certain company liquidation or expatriate provident fund contributions, subject to documentary evidence, routing conditions and undertakings; excess or hardship remittances need RBI approval and all transactions remain subject to Indian tax laws.

      Summary: A centralized Import Data Processing and Monitoring System (IDPMS) mandates that all Category I Authorised Dealer banks upload and manage import transaction data in real time, ensuring Customs and SEZ data flow to the RBI secured server and are shared with banks by AD Code. Banks must not process remittances until the Bill of Entry is reflected in IDPMS; non EDI ports require manual BoE upload by nodal branches. Limited write offs and time extensions are permitted under specified safeguards; outstanding remittances must be uploaded and BEF reporting will be discontinued once IDPMS is operational.
